Looks like a problem with ICU. Did you install CouchDB dependencies as per http://wiki.apache.org/couchdb/Installing_on_RHEL5 or did you build ICU yourself? I haven't tested those instructions with CouchDB 0.11 yet, but they worked fine for 0.10.x.
