couchdb isn't a service script in the way you're trying to use it. It is just trying to start up again and failing because one is already running.
What you probably want is:
sudo launchctl unload /Library/LaunchDaemons/org.apache.couchdb.plist; sudo
launchctl load /Library/LaunchDaemons/org.apache.couchdb.plist
