Yes, this is true because of the append only database format. Old
revisions can be removed and storage space optimised by doing a database
is compacted.  A compaction can be triggered manually (POST to
/db/_compact, or use Compact & Cleanup in Futon) or a rule written for
the compaction daemon to do this automatically, see the default.ini for
examples.
