Changes Stream and the Query Language

Can the query language (pouchdb-find and/or couchdb mango) be used for
filtering the _changes stream?  What about being able to apply it against
arbitrary collections of documents to identify which documents meet the
query conditions?  In either case, if not then why not ;?)
