You need to install libtool :)

Dev dependencies are explained in DEVELOPERS 
(https://github.com/apache/couchdb/blob/1.x.x/DEVELOPERS)

(you probably want `./configure --disable-docs` to avoid the LaTeX etc. 
dependency chain)
