Apache mailing lists run on ezmlm:

Web access is managed through Apache Pony Mail:

https://lists.apache.org/
https://ponymail.incubator.apache.org/

All are professionally managed by Apache Infrastructure - CouchDB
committers do not have direct access to the ezmlm configuration, and
all changes must go through Infra. Infra has a pretty good handle
on ezmlm. The problem is not whether it's technically possible, but
mostly an issue of policy and procedure.
