Hi Jinseong,
I saw your question on the Drill list. I think the issue you're having is 
relating to the quotes.  Single quotes should be used to escape string values.  
Back ticks should be used for the actual variable name.
IE:

ALTER SYSTEM SET `system.some_variable` = 'value';
