same happens to me...but not instantly...but on the long term...
the webserver goes without memory after a few weeks...

i havent found a solution yet...
but i can assure you i have arround the same ammount of rules you have...(over 
1 meg file splited)...

what version of drools? Can you try both 2.1 and 2.5 as they do fairly
different stuff with loading/building (would be good to narrow it down).
