can you try adding the following to your flink.yaml?

env.java.opts: -Dcom.sun.management.jmxremote 
-Dcom.sun.management.jmxremote.port=9999 
-Dcom.sun.management.jmxremote.authenticate=false 
-Dcom.sun.management.jmxremote.ssl=false
