I found its meaning in the code <https://github.com/apache/flink/blob/99c2a415e9eeefafacf70762b6f54070f7911ceb/flink-streaming-java/src/main/java/org/apache/flink/streaming/runtime/tasks/StreamTask.java#L887-L892>. It means the delay of checkpoint action when the checkpoint barrier comes to the current operator since it's intiated in the source.
