That's my bad(copy-paste error).. command was right
bin/flume-ng agent -c conf  -f conf/flume.conf -Dflume.root.logger=DEBUG,LOGGER 
 -n agent1

and settings done in log4j.properties file:
log4j.appender.LOGGER=org.apache.log4j.RollingFileAppender
log4j.appender.LOGGER.MaxFileSize=100MB
log4j.appender.LOGGER.MaxBackupIndex=10
log4j.appender.LOGGER.File=${flume.log.dir}/${flume.log.file}
log4j.appender.LOGGER.layout=org.apache.log4j.PatternLayout

But, it is not working, not showing any error as well, it just gets stopped
