I just tested against Geode 1.3 and see the exact same issue as GemFire
9.2.1. In fact, I just tested further by starting locator with the
deployment jar file on the classpath. Now, the create via gfsh works. So,
I'd say both Geode 1.3 and GemFire 9.2.1 are missing this fix.
