Ah, I originally thought you were saying that there wouldn't be anything like the above.
Currently, I plan to ultimately deploy my website plug-in via http (view of SVN) and the user can choose to download it. It will then suck in its data dependencies.
However, as the internal resources grow, and/or depending on how things like skins are implemented, some things become easier as a fully packaged plug-in... which is what made me think of an apply module: type of syntax (<- which in my naive brain is a pretty easy add)
...and in the meantime, even that sort of deployment is not onerous even under the current model. Just a tad verbose.
