I agree with Mathias. We have a very large multiproject (88 subprojects), which requires quite a lot of UP-TO-DATE checking when working on one of the later subprojects. If I know that this is not necessary, I would much rather have the option to skip the checks, rather than being forced to perform them every time.
The changes does not necessarily involve build script changes either (as is Mathias' example), but might be anything which requires more than just a simple Java compile.
