The buildscript section is, by definition, evaluated before the rest of the 
script, so it is normal that you can't access a variable defined in the rest of 
the script from within this section. If you need to access a variable from both 
worlds, you could define it in one of these places:

- the buildscript section (probably the easiest solution)
- a class in the buildSrc folder
- gradle.properties (not a good fit in your case)
