The buildscript section is essentially a separate script that gets evaluated before the build script. And it has to, because it provides critical information (like the class path) required for evaluating the build script. It follows that the build script section can't see variables defined in the build script. Defining the variable in the buildscript section or in gradle.properties might work, but I haven't tried. If it doesn't work, and you think it is essential to have a way to share variables between buildscript section and build script, please create an issue.
