There is repositories.addFirst(). The question is how to create a flatDir resolver without automatically adding it to the resolver list, and I can't see a reasonable way to do this at the moment.
One workaround might be to conditionally add the flatDir repo in init.gradle (before adding the Artifactory repo), but there doesn't seem to be a way to check what the "current" project is.
