Solved my issue. In case anyone else has issues like this in the future there is a setting in the Repository, "Maven Snapshot Version Behavior". The default for me was set to "Unique". I changed this to "Deployer" and now it's fixed.
Also, mraccola, we are using the latest Artifactory though we are not using the plugin that comes with it. Thanks for all the help everyone.
