Not sure if I understand the question, but there is no such thing as a
"target project" in Gradle. A multi-project build can (and often does)
execute any number of tasks from any number of projects.
I'm currently doing this when the task graph is ready, but I'd like to be
able to do it earlier,
preferably during evaluation.

Because tasks can be added at any point of the configuration phase, the
earliest point where you'll be able to tell which tasks will be executed is
in taskGraph.whenReady {}.
