And now, after I have sent the request to the user list, I have just
worked out the problem.

For each configuration an upload<Configuration Name> closure needs to
be added, thus adding the following will mean that the build.gradle
works for "gradle uploadFred":

uploadFred {
    uploadDescriptor = true
    repositories {
        add project.repositories.fileRepo
    }
}

This seems a little clunky, is there a better way to declare this?
