I think most of the time, people use "provided" scope for Java
EE/Servlet-like dependencies which changed once in 5 years so it was safe to
assume run-time version will match the expected one. Since Gradle versions
change more rapidly than that (and thanks for that) - this case is
significantly more risky to be handled with "provided" scope and no
additional tools.
