If this is a script plugin, you just need to commit/push. If it is a binary plugin, you can publish the Jar to a Maven repo with file URL (e.g. "file:///$projectDir/m2repo") and commit/push. Alternatively, https://github.com/RobertFischer/gradle-github-dev may be helpful too.
