No, a Linux system and vnc, specifically Ubuntu 18.10 and TigerVNC, and
I've already taken all the steps in terms of allowing tcp connections to
pulseaudio, and the logs show quacamole successfully connecting to pulseaudio
but still no output.

For RDP you don't need anything additional - since RDP includes audio, it
will be handled within RDP and Guacamole.
For VNC, audio has to be forwarded over PulseAudio, which is a separate
port and service. Instructions for setting it up are within the VNC
