Try this configuration:

Take 3 guacamole systems  Guac1 Guac2 Guac3 

Guac1 and Guac2 are your front end servers for load balancing, while Guac3
is the master database in which they both now look to because Guac1&2 no
longer use their local database.  
You will need a connection manager (we use Python) to maintain user
connections so you do not get duplicate usernames and have a method of
creating users.  

In our setup we control all aspects of the Guacamole session, connection
type, what resources are available and much more.  We have benched a single
guacamole server at 1000 connections as a VPS; the VPS was assigned dual
network adapters (Teaming), 8G RAM- 60Gig primary drive with a NFS to 24TB
SSD farm for the downloads and we tweaked the MTUs.

Oh don't forget to adjust the database connection (increase) threads and
memory usage.

We have the fastest provisioning cloud platform on the market with less then
20 seconds to access environment.  A lot of this is do to the high degree of
customizing the Virtual servers.

The above is an abstract design which works and a network engineer with a
programmer will be able to accomplish.
