Looks like you join together the connection id (i.e. connection_id from the guacamole_connection table), the connection type and the datasource with nulls and then base64 encode the resulting string. type is either the single character c for a simple connection or g for a connection group, and the datasource is postgresql in this case.

base64 decoding your connection string gives

3\0c\0postgresql

i.e. it's the connection string for connection_id=3.
