This is doable with a bit of customizing the guacamole server itself. We do this for a few three letter agencies, we control the connection coming in and identify its country code with username, then we have policies in place to give access to specific VM with specific features.
You can turn off logging on guacamole and have a headless server that reaches out to each country via QOS or VIP routing, Keep in mind import export laws for encryption. This means you can't deploy Windows 10 or any US ISO with encryption in Australia, but you can house the VMs in the US and have them reach in to the session from their location, this avoids the encryption laws and is permitted for the import export laws as well.
