Thanks.  I think that gpo is working.  It seems to work better when the gpo 
isn't local.  I am using "computer\administrative templates\windows 
components\remote desktop services\remote desktop session host\session time 
limits\set time limit for disconnected sessions".  Testing 1 minute.

This is something you would configure in either Group Policy or the Local GPO 
settings of the Windows server.  The following page has the settings, albeit 
for an older version of Windows, but it should be in a similar place for newer 
versions:
