My upgrade on Ubuntu 20.04 was as simple as downloading the client war, 
unzipping and building the server source code, stopping Tomcat and replacing 
the WAR file:

tar -xzf guacamole-server-1.2.0.tar.gz
cd guacamole-server-1.2.0/
./configure --with-init-dir=/etc/init.d
make
make install
ldconfig
update-rc.d guacd defaults

cp guacamole-1.2.0.war /var/lib/tomcat9/webapps/guacamole.war
chown tomcat:tomcat /var/lib/tomcat9/webapps/guacamole.war

service guacd restart
service tomcat9 restart
