You might try switching over to /etc/guacamole for the GUACAMOLE_HOME
directory.  This changed to the default several releases ago, and, unless
you have linked /etc/guacamole to /var/lib/guacamole, you might be having
issues if the files are not in the expected location.  I would suggest just
moving everything to /etc/guacamole and working from there.
