I don't mean with the server layout option listed as "Unicode" or
"fallback" within the connection settings; I mean that the server side of
Guacamole will automatically send typed characters using RDP Unicode events
if the selected server layout does not provide a way to type the character.
For all other characters, Guacamole will press/release keys using RDP
keyboard events as necessary to produce the character.

This means that even if Guacamole's RDP support does not currently have an
ENG-Norwegian keymap, typing should still work as expected so long as the
connection has a server layout selected which matches the RDP server. The
part of all this which determines the behavior of keys is supposed to be
the local keyboard layout that the user has selected on their own machine
(the machine running the web browser), with Guacamole automatically
adjusting things between itself and the RDP server to ensure that the user
need not be aware of the configuration of the remote desktop.
