You should really check if WOL works directly from the machine you're
running Guacamole from, this will address some of the things Nick
commented on (such as firewall, network config etc).
If you're not able to run Wireshark then a simple test would be to
install etherwake on the Guacamole machine and then run it to see if it
will wake up your target machine.
