The symptoms you're seeing, along with the description of your hardware,
sounds to me more like a bandwidth issue than anything else. Depending on
the type of traffic you're supporting (presumably RDP, though you haven't
said), you may be running into a bandwidth limit for that number of users,
either between guacd and the RDP server(s), or coming into your Guacamole
Client (Tomcat) instance.
