Compilation and running are separate things. You shouldn’t need anything special to run as a non root user, just some Linux skills.
Modify your unit file to specify a service user without interactive login privileges, and ensure they have permission to access whatever folder you have set to $GUACAMOLE_HOME. guacd binds a higher number port, that you don’t need root privileges to run. If you’re talking about docker, just read up on creating a rootless rocker container. Hopefully that answers your question.
