The following bug was entered recently that may be what you're seeing:

It looks like some changes in the 1.6.0 version that attempt to check the
status of the destination system before sending the WoL packet ended up
introducing a bug where the remote system would always be detected as
running and the packet would never be sent. I've just put in a change
request to (hopefully) fix this in the 1.6.1 bug fix release:
