You can run the client-side components on Windows without any issue -
Tomcat runs fine on Windows, and the client-side stuff will run fine
in Tomcat on Windows.

The guacd (guacamole-server) components are a bit trickier. There was
some work last year in getting those to compile on Windows, if not
natively (Visual Studio) then at least via Cygwin, but that hasn't
progressed much. You could probably use WSL to do it, if you
absolutely must ;-).

Or just run a Linux VM...
