You have four options:
1) I think Windows still includes a telnet server, which you can enable, and 
then create a Guacamole connection with the telnet protocol.  Telnet is plain 
text and therefore insecure, so unless you REALLY trust the network your own, 
this is a poor option.  Actually, even if you trust the network it is still a 
poor option.
2) As previously mentioned, install a SSH server in Windows.  There are several 
candidates for this - the GitHub page mentioned before that implements OpenSSH 
on Windows, there's one called Kspy, I believe, and probably a few others.
3) Use RDP, but set up cmd as a RemoteApp in Windows and then create a RDP 
connection and specify the CMD RemoteApp.
4) Write a new Guacamole protocol handler that connects to something like 
remote.exe (Windows Resource Kit) or one of the other remote PowerShell or CMD 
handlers and implement it natively.
