I want:

I get double tags:

</tag></tag>
Here is my last proposition that also failed in Reduce.

StringBuilder sb = new StringBuilder();
while (values.hasNext()){
sb.append(values.next().toString());
}
output.collect(key, new Text("\n<tag>"+sb.toString()+"</tag>" ));
