Hi folks,

I just drafted a proposal which is targetted to send to PMC list and board
for thoughts. Thanks Xun Liu for providing thoughts about future
directions/architecture, and reviews from Keqiu Hu.

Title: "Apache Submarine for Apache Top-Level Project"
