some questions of HMaster

hi all:
      when I read the code of HMaster class in the hbase0.20.6 . I found  that 
the queues of delayedToDoQueue and toDoQueue may be always empty. Because I 
have not found where to put infomation to the toDoQueue queue.
    I understand wrong ?
