Start scanning at the start key of the last region then you'll get
that region's worth including the last row.

there is probably a better way though.  We might know the last row
from the HFile metadata, and one could go from there.  Code would be
need to be written to be efficient.  It might be doable in the
co-processor framework, but also possibly not without more core work.
