Can you verify the port in zoo.cfg?
Is it same as hbase-site.xml?

In zoo.cfg, It shld be like:
clientPort=2222
server.0=${Host name}:2888:3888
Make sure that in zookeeper home directory contains server1 folder with
"myid" file and value as "0"
