Regardless of what version of hbase you use, updates are initially just as expensive as new writes. Newer versions of hbase have become more efficient at writes. Updates that require reading the value before an update (like an append or insert) cost more because of the read operation.
Numbers depend on the size of the data and rowkeys you are using, so we'd need more details to address the question. Jon.
