about region split

Hi

    I'm using hbase0.96. I create a  table, then insert some data.

    Then I find the table have 17 regions, but all the regions are on  one
Region Server.

    Is it normal? 

    

    I think  if   region splits,  then   the two Daughters should be
assigned to two Region Servers. Right?
