Can you try running it like below.
HADOOP_CLASSPATH=`${HBASE_HOME}/bin/hbase classpath` ${HADOOP_HOME}/bin/hadoop
jar ${HBASE_HOME}/lib/ hbase-server-0.98.8-hadoop2.jar completebulkload
/xiaoming/loghouseip loghouse
