unexpected replication on export

I used ExportSnapshot to copy a snapshot from a cluster with a default 
replication  factor of 3
to a smaller development cluster with a default replication factor of 1. The 
resulting table
appears to have been created with a replication of 3, ignoring the default 
setting. Is this expected?
Is there a way to eliminate the replicas?
