This would be a bit hard to implement.

Suppose we have two store files hf1 and hf2 where hf1 is older and contains
initial cell while hf2 is newer and contains the updated cells.
Without scanning hf2 which passes the time range check, we wouldn't know
(by time range alone) whether hf1 should be excluded or not.
