It turns out that this log message is in IdealState#getPreferenceList, and will print when there are no live instances in the cluster because of a short-circuit that the auto rebalance algorithm does (basically saying that a partition has a null assignment rather than an empty one). So in short, this log message can be ignored. I created https://issues.apache.org/jira/browse/HELIX-355 to resolve this in future releases.
