This is true, and this is the nature of RDD in my view, which is mostly intended to be read-only. As for embedded mode, it's more for testing in my understanding. In this mode server nodes will be started on executors which I guess will be stopped when the application is stopped. If so, you lose the whole purpose of the shared RDD.
