Both code and help are provided by the community, so as long as there are willing people to work on it, 2.x will remain.
However, I think it's fair to say that the momentum is around 3.x now. I've not seen any discussion of a 2.18 release, but it has certainly not been ruled out. Keep an eye on the developer mailing list for the latest news.
