Well... writing software that matters is the primary scope of BDD; it just happens that the scenarios and the conversations you can have with them fix a lot of the problems that cause people to write software that doesn't really matter (either because it's broken, or wrong, or has no business benefit). There are also some things we do at a unit level, and also above the scenario level, in the analysis space. The primary scope of JBehave, on the other hand, is absolutely functional, acceptance and regression testing, and enabling the conversations we have around the scenarios.
